In the1970s and1980s, the Government ’s reform of the Western countries to reachits peak. After as long as100years’ mainstream status in the western theory, publicadministration, which was reputed to be effective, encountered a bottleneck in itsdevelopment, so that the community had a great distrust feeling. New PublicManagement born quietly in this environment. It dares to fill the public sectors withcompetitive management system, at the same time, attack the conservative and rigidmode in the operations of public sectors. Among the ongoing reform, the governmentfinally opened their conservative door, they view the mode of operations in privatesectors objectively, and introduced the reasonable and beneficial part to the government,and then, plenty of non-signing employees, who didn’t have a fixed term, recruited intogovernment departments.Through the explorations in recent years, trial of Government Employee system inour state has opened up a new path, which has the characteristics of humanistic concern,for human resource management in the public sectors. But one of the major drawbacksof current government employees is having no policy coherence, because most of its trialbases are local laws or ragulations, inner workings exist in local governments to a largeextent, and that lead to social discontent phenomenons easily, that must damage thegovernment’s image and policy effects to some extent."Civil Servant Law of thePeople’s Republic of China" was introduced in2006, the Act proposed a flexibleemployment system form--the appointment of civil servants, that is an affirming to thetrial of government employees from legal level, and the Act make the appointment ofcivil servants more standardized, institutionalized, and legalized. Under the doubleinfluence of the current administrative reform and the country’s demanding of talents,the study of the appointment of civil servants is bound to have a great significance tomeet the current needs and long-term development.In recent years, the civil service appointment has been piloted in some parts of thecountry. This paper analysis the advantage of our country the civil service appointment inthe pilot and the insufficiency, sum up experience and lessons, learning advanced westernconcepts of government employee system, in order to present the more perfect the reformmeasures and proposals for the appointment of civil servants, theimplementation experience.
