With the rapid development of science and technology, the economic globalization is putting our economy, politics, culture and some other fields into a situation with some unprecedented challenges. In respective, our government is also facing more challenges and opportunities. So our government needs more all-rounded talents and has realized that the resource of talents is the number one resource. However, it is undeniable that during the recent years of talent reservation and construction, the structural contradiction of talent resource in this moment is still obvious.Therefore, how to attract, recruit, and utilize these high standard talents to work for our government and meanwhile, maintain the small size of public positions,-has become the new subject in front of all levels of government. Our System of Government Employee is a new personnel system promoted by some local governments to adapt themselves into the strict challenges resulted by the socialized market economy system and political system reform. Through the experiments of Government Employee System by some local governments, it is indicated that our experimental Government Employee System not only innovated the theory of government personnel management, improved government administrative efficiency, but also is a useful creation and experiment of the reform of our government personnel system. However, it is undeniable that the experiment of our Government Employee System is not long enough, the research on the theory is not deep enough, and there still exist a lot of problems, such as the inaccuracy in the system positioning, the insufficiency of laws and regulations, and the imperfection of program construction in the process of promotion.Moreover, as the Government Employee System is a local policy promoted by each local government respectively, it is not the same in different regions. Therefore, there are chances that those local governments will execute secretly, which may arise many social problems or damage the government image and political systems to some extent. To regulate the flexible employment pattern, the tenth Committee of the National Peoples Congress in the fifteenth conference passed the PRC Public Servant Law in April 27th,2005. It confirms the research pattern of Government Employee System and put forward the regulated way for it, that is, The Civil Servant's Engaged System, which provides enough legal evidences to the flexible Government Employee System and make it more regulated, systematic and legalized. It also indicates the flexible feedback of China's government to social policies and the go-with-times reform attitude.
