From the community characteristics, a small community formed a society. Thestarting point of the community is the study of the whole society. Many of the problemsfaced by a community, a community is not exist alone, specific performance but largersociety within the scope of. Along with the modernization of city, city communitymanagement caused the high attention of all levels of government and society. Throughthe research of the city community management, people can also understand the localfeatures of a region, carry on the reform and construction of suit one’s measures to localconditions. Compared with the mature western developed country communityconstruction, control, city community management system design and civil society andcultural factors in China’s development is slow, the perfect management system,expanding social participation, cultivating non-profit organization, there are many placesto be perfected.This paper analyses the connotation and the difference between the communitymanagement and community governance, the governance theory, and combined with therelated content of community governance theory in community management theory,which has a positive effect on the promotion of community management in china.This paper combines theory with practice, divided into six chapters to elaborate howto apply and test the governance theory in the practice of community management. Thefirst chapter mainly elaborates the research background, research purpose and significanceof research, ideas and research methods; the second chapter is mainly theoretical contentof community, community management, basic concept and theory of governance; in thethird chapter, the features of Shenzhen city Luohu District political andeconomic, demographic, regional culture and to cut the entrance, the practice of LuohuDistrict community management status; fourth chapter carries on the analysis tothe existing problems and causes of Luohu District community constructionmanagement; the fifth chapter is about the city community management mode in domesticand abroad, compare the Chinese community management mode of the futuredevelopment trend; the sixth chapter based on the governance theory， taking LuohuDistrict as an example of community management from three aspects，proposed the idea topromote the development of community management, and improving the level ofcommunity management in china. In public management system, community management faces is China’s grass-rootsmass. Therefore, the community management Chinese completely copy the westerngovernance theory and mode is not in accordance with the China conditions, is notrealistic. This paper attempts to find the combination point of governance and communitydevelopment of our country, combining the community governance and communitymanagement, community management to government guidance, residents of autonomy,the third department in the multi subject management direction, so as to provide a theoryand practice in the city community management administrative management efficiency,public service rich increased activity, basic situation of reference.
