In recently, mass incidents occur frequently in China, that have been expanding, increasingly diverse manifestations, consequences and impact of worsening,has an impact on the construction of a socialist harmonious society. Actively prevent,resolve and properly handle all types of mass incidents,ease social conflicts and maintain social stability,but also there is that the difficult and issues have become the Party and government departments must make efforts to resolve. This requires us to intensively analyze contradictions among the people of the rules and characteristics, make policy adjustments and improve government management measures to effectively solve conflicts that triggered by a variety of mass incidents and maintain social stability. Therefore, solving and controlling group events from the source is an important part of building a socialist harmonious society.By analyzing the occurrence of the number, type, characteristics and typical cases of the mass incidents of Wenzhou in the past decade, based on the theory of the government’s public administration and crisis management, it is because of the changes in the social structure, differences levels of development in urban-rural, social management system and government management system are missing. Based on this analysis mass incidents prevention and control mechanism causes of the current situation and problems in Wenzhou, and proposed that the Government should control mechanism group events building measures:strengthening financial sector supervision, accelerate infrastructure construction, strengthen the cooperation and exchange of news media, strengthen the prevention and control of body system to build, establish and improve mechanisms to resolve conflicts, scientific guidance etc.
