Since the 1950s,developed countries with high-level socio-political development have begun to explore the cooperation between governments and NGOs to carry out overseas development aid programs and international people-to-people exchanges,and to rely upon public diplomacy,so as to maintain and expand national interests overseas and shape home countries' national image and overseas influence.By doing so,developed countries furthered the internationalization development of their NGOs.British NGOs started their development in an early stage,but their internationalization development lagged behind other developed countries like America and Japan.The relationship between British NGOs and the government profoundly impacted the institutional and environmental needs of the NGOs' internationalization development.After the laissez-faire and government-dominant periods of unstable and unequal relationship,the signing of COMPACT has not only marked the final formation of the interactive and cooperative relationship between British NGOs and the government,but also ushered a new era of internationalization development of British NGOs.The internationalization development of British NGOs specifically includes conducting international activities and participating in international cooperation,and its developing process and features manifest the practical needs and characteristics of British internal affairs and diplomacy.On the basis of concluding the current situation and characteristics of British NGOs' internationalization development and their relationship history with the government,this article combines pattern theory of relationship between NGOs and governments with resource dependence theory,and based upon the two theoretical frameworks,reaches the logical analysis of how NGOs' internationalization development structurally depends on the domestic development,and how the interactive and cooperative relationship becomes the important internal drive for British NGOs' internationalization development.The essence of this relationship is mainly an interactive system of spirit connection,institution linkage and mutual resource benefit.Spirit connection is the common or similar value and spirit pursuit,which shows the internal logic of compatible value orientation of the pattern theory of relationship between NGOs and governments.Institutional linkage is the communicative system built upon the institutional system of "peace,independent and mutual help",which also reflects the structural dependence of the NGOs' internationalization development on domestic institutional system.Mutual resource benefit is the mutual resource and advantage benefit based upon the mutual reliance on resources,which also shows the definition and explanation of the four hypotheses and "organizational identity" in the resource dependence theory.Many NGOs,have yet to realize the internationalization development or do not play an important role in the international stage,are now facing increasingly more pressure and their needs of improving international participation capability and enhancing the level of internationalization development are rapidly developed.This thesis,based on the theoretical analysis of how the interactive system between NGOs and governments pushes the internationalization development of British NGOs,tries to solve the common issue of how NGOs should achieve internationalization development by constructing its interactive and cooperative relationship with the government.
