Interactive Relationship Between Government And Social Organizations In POSC Of Home-based Service For The Aged

Challenged by increasingly population aging problem, the need of the aged group indicates a trends of diversification, professionalization and more community-based. Under the circumstance that the balance between supply and need is in severe challenge by the increasing need, home-based service emerged as a modern service pattern. As the close relation between service and the primary level of government, POSC has become the main mode of home-based service for the aged. However, based on the special correlation of Chinese government and social organization in history, the boundary cannot be defined. Service quality is impaired by lack of institution and the inadequate market competition.On the basis of literature analysis and Chinese reality for social organization, the author select Corporatism as theoretical basis of POSC of home-based service for aged. Then, the Research hypothesis that relationship between Government and Social Organization will influence service quality is raised. By setting the classification system of interactive relationship between government and social organization, social organizations in POSC are classified into3types, according to different marketing level.In empirical study, this paper takes J District as a typical sample, and social organizations providing home-based service in J District were investigated by questionnaire, which is based on SERVQUAL model. Based on variance quantitative methodology such as variance test and correlations test, the hypothesis that there is a positive correlation between the marketization level of Interactive Relationship type and service quality was proved.In order to improve home-based service quality for the aged, the conclusion part of the paper states suggestions for optimizing the interactive relationship between government and social organization in POSC, in the perspective of government and policy making, especially in project, capital, human resource, and regulations of market competition. The current POSC mode dominant by government should be transferred to a demand-oriented mode, and a classified, divided service providing system should be established.
