Research On The Current Development And Complement Of Socialist Deliberative Improvement

During18th Party Congress, an important thesis was proposed,"socialist deliberative democracy is an important form of people’s democracy." Socialist concept of deliberative democracy was first established in a formal report in the party congress. Hu Jintao, general secretary of the Central Committee of the Communist Party of China (CPC) and Chinese president inherited and developed democratic ideas, and absorbed Marxist political practice to sublimate and create the theory of deliberative democracy, which improves socialism development of Chinese, guides democracy politics and even make a significant contribution for the development of human political civilization. We should follow the spirit of18th report, and fully develop socialist deliberative democracy. Furthermore, we should promote and build democracy that both conforms to the world developing trend and inherit the form of traditional.Our society is the transition that is from tradition to modern and from a planned economy to a market economy. Our cultural is the transition that is from closed to open in the progress of society. With the complicated social benefits, new contradictions and new problems emerge, it is necessary to effectively promote the development of democratic politics to improve social adaptability and effectiveness of China’s political system.In this paper, through studying socialist deliberative democracy as-the main object and the status of the CPPCC system within our political system, deliberative democracy within the party as well as in other democratic forms of association, for example, hearings, consultations and democratic consultation network analysis, with the use of literature research, questionnaire, combining theory and practice method to collect, summarize, organize data, finally summarize the poor influence of development of China’s socialist deliberative democracy and raise good solutions. The solution can be divided into six categories. Firstly, improve the form of deliberative democracy in the basic political system. The secondly, expand the role channel of the CPPCC as a deliberative democracy. Thirdly, increase more citizen participation in the consultation field. Fourth, achieve effective deliberative democracy. Promote the establishment of effective mechanisms to prevent its simplification and formalization. Fifth, develop more other form of deliberative democracy, and develop the network, so that more ordinary citizens have platforms to express their own interest, complaints, and demands. Sixth, the deliberative body is mainly the social elite ignoring the demands of ordinary citizens. With studying future prospects of China’s socialist democratic in deep and more systematic, cross multidisciplinary research is reflected, and new areas of research deliberative democracy is developed.
