History, which can reflect the future, uses the experience for reference for it tosome extent. The purpose of studying The Poor Law is to seize the objective law ofthe social assistance from a macroscopic view, deepen the cognition of socialassistance especially the cognition of relief for vagrants and beggars. The thesisattempts to pay attention to the method of relief management of the Chinese vagrantsand beggars and the evolutionary process of the English Poor Law. Besides, the thesisaims to explore the revelation of The English Poor Law for the social assistance andmanagement system of Chinese vagrants and beggars by organizing the evolutionrules of The English Poor Law, which is of great theoretical and realistic significance.The thesis mainly adopts the literature research method, qualitative analysis,interdisciplinary research method and contrastive analysis. First of all, it analyzes themoving process, features of the rescue management system of Chinese vagrants andbeggars, the existing realistic problems of the system and the theoretical predicaments.The third chapter aims to clear up the legislative motivation of the historicalmovement of The English Poor Law, the main content, characteristics and theimplementation effect of the Law. What’s more, this chapter also focuses on theattitude and measures of the contemporary British for different kinds of vagrants andbeggars. It naturally comes to conclusion of the enlightenment of the rescuemanagement system in the fourth chapter, whose primary basis is to make directingthoughts clear in order to differentiate the nature of begging. In addition, it needs toperfect the relevant laws and regulations to ensure the links between the systems andcan be followed by people. The supervision system should also be perfected amongthe laws and regulations to attach much importance to the construction of laborcapacity of the vagrants and beggars.Finally, we must realize that d The Poor Laws are both products of the times. Thesocial economic and political pattern of that time fundamentally limited the remedy and standard. Therefore, only the rescue management system of begging is basedon China’s current national conditions can it be developed much better.
