Research On The Functions Of Social Organizations In The Community Governance

In recent years, the functions of community-based social organization in communitygovernance and community building attract more and more attention and recognition.However, there is a widespread phenomena that the community-based social organizations inChina can’t play a role very well. Therefore, how to promote the role of community-basedsocial organizations in community governance has become a focus of academic circles.On this topic, this paper selects a case: Taoyuanju community-based socialorganizations, and use structured-interview method to study the case. Taoyuanjucommunity-based social organizations play an important role in the community governance,and promote Taoyuanju community to develop successfully. But, it founds that their internalmanagement has many problems. The phenomena conflicts with the traditional views whichthinks that the comprehensive internal management mainly decides a social organization toplay a role well or not. So, it needs a new theory or perspective to explain.This paper changes perspectives from internal to external, and use the ResourceDependence Theory and New Institutional Theory as analysis framework to analyze theexternal relations of the community-based social organizations. The study found thatTaoyuanju community social organizations pay much attention to the expansion of externalrelations. They take some suitable strategy to obtain the necessary resources from thegovernment, enterprises and residents, mainly includes legitimacy, funds, manpower andpublic credibility. Specifically, legitimacy creates the premise condition, funds offersmaterial guarantee, and human resources, public credibility forms a powerful dynamics.As a result, the conclusion of this paper thinks that Taoyuanju community-based socialorganizations can play an important role in the community governance that mainly dependson the expansion of external relations. It provides a significant reference forcommunity-based social organizations to promote their functions in community governance.
