Analysis Of The Current Situation Of Northeast Cities On City Diplomacy

The dissertation is on the city diplomacy of four northeast cities: Harbin, Changchun,Shenyang and Dalian. The first chapter summarizes present research at home and abroadaccording to their different themes, such as sister city research and city diplomacy theory.The concept on city diplomacy is analyzed and defined. In general, domestic scholarsbelieve that city diplomacy is a tool subject to nation diplomacy. One city’s economic,social, cultural and other interests should be subordinated to the overall interests of thenational diplomacy. The determining factor of city diplomacy is that it should serve thenational interest. Foreign scholars believe that city diplomacy is a kind of action which anon-state actor purse its own interest. City diplomacy occurs not only in the traditionalareas of economic, social and cultural fields, but also be able to play their own role insecurity, development and global governance and other fields. The narrow definition oncity diplomacy is about conflict prevention, peace building and reconstruction.The second chapter constructs the index of urban external exchanges to analyze theactive degree of four cities appear in foreign exchange. The index includes15secondaryindicators on social, cultural, economic and political fields. There are four secondaryindicators in social fields: international routes number，the number of international fairsand forums, the number of international competitions and the number of inbound touristsin. There are four indicators in cultural fields: the number of international festivals,international shows, foreign language schools and foreign restaurants. There are threeindicators in economic fields: value of import and export, the number of foreigncompanies and the degree of economic openness. There are four indicators in political fields: the number of consulates, international organizations, leader visits and sister cities.The third chapter tells the outcome of the index of urban external exchanges: Shenyang isin the first place, Dalian is the second, Harbin is the third and Changchun is the last. Thefourth chapter analyzes the current situation of city diplomacy, such as sister cityexchanges and other city diplomatic behavior of four city.The fifth chapter puts forward the thoughts and suggestions on the four cities to carryout their city diplomacy. Harbin should make good use of the snow and ice resource,enhance exchanges and cooperation with sister cities, build the cooperation platform toRussia, speed up the construction of Harbin airport economic zone. Changchun shouldcontinue to bid for the international sports events, deepen exchanges and pragmaticcooperation with sister cities, build the cooperation platform to Democratic People’sRepublic of Korea. Shenyang should expand exchanges and pragmatic cooperation withsister cities, build the cooperation platform to People’s Republic of Korea and strengthenexchanges and cooperation with the Consulate in Shenyang. Dalian should deepen thefriendly exchanges and cooperation with sister cities, build the cooperation platform toJapan, strengthen economic ties with the rest of the world, and build the shipping center inNortheast Asia.
