Since the mid-1990s exploration and practice of villager autonomy becomeacademia, especially one of the highlights in agro-scientific research in the politicalscience, sociology and other subjects. It is worth noting that the "Rural Governance bythe Rich" phenomenon in recent years has attracted widespread attention and discussionin academia and the news media circles. Existing research put "Rural Governance by theRich" in the practice of the grass-roots self-government effect within the framework ofanalysis, study the governance effect of the belt, and carried on the thorough discussionand the generation of this phenomenon can be attributed to the economic and policyfactors, ignored China’s traditional culture elements and the fit of this phenomenon.Based on this, this article attempts from the perspective of cultural genetic search for thecauses of "Rural Governance by the Rich" phenomenon.This study is to Shaoxing city, Zhejiang province Ping kou town "Rural Governanceby the Rich" phenomenon of field research. The author into the local community forobservation, depth interview, collect a large number of empirical material. In the status oflocal elections and village governance on the basis of detailed description,this article willborrow a pair of very old concept in China-"the public and private"-to further clarifythe village rich man superior cure and Chinese traditional culture of "Public-privateconcept" the fuzzy relationship between the social cultural psychology, and analysis theinherent in the social and cultural psychological level in particular.The author found that in the presence of "Rural Governance by the Rich" there is aconversion process between the two levels of "public" and "private", namely in the richlevel there is a "private"-"public"-"private" transformation, in general villagers levelthere is a "public"-"private"-"no"."Public" and "private" put to the realization of thevillage has its coincides with the rich. This paper argues that "Rural Governance by the Rich" phenomenon appear not today’s special situation in our country, but has the socialand cultural genetic basis,i.e.can be derived from the traditional culture in China in orderto further expand educational world to "Rural Governance by the Rich" of discussion andresearch.
