Individual cooperative housing the city is the people in the high priceachieved under the Home Ownership for the dream of self-organization,self-management, self-development and construction of housing attempt. From thedate of birth, has been at the cusp of contention. Which is central to individualcooperative housing the city is faced legal obstacles, in today’s legal system isfeasible. Based on this, the paper consists of four parts of the city were discussedindividual cooperative housing, and gives some suggestions.Part I: The author gives the city housing the theoretical basis of individualcooperation. Through the past, some individuals on the city’s analysis of theconcept of cooperative housing, cooperative housing that the city should bepersonal between civil subjects with non-profit purposes, by mutual agreementbased on co-financing, the formation of specific organizations in the city transferland development and construction of housing behavior. Based on the definition,the urban individual cooperative housing and related concepts were compared tofurther clarify the concept of cooperative housing urban individuals. Personalcooperation in the development of urban housing is of great significance, the citycan promote individual cooperative housing is the perfect urban housing supplysystem, and promote the healthy development of China’s real estate industry topromote the real estate improve the legal system, promote the rule of law process.Personal cooperation in the development of urban housing also has a more solidbasis in reality.Part II: Main described the development of urban co-housing individualsfacing five important issues. They are the system difficulties, difficultiesCooperation Organization, financing difficulties and financial to the plight of thedistribution of right internal and external difficulties. Dilemma for the legal system,mainly in urban housing provision in the blank personal cooperation, raisinghousing is restricted to policy uncertainties and other areas; CooperationOrganization, the main dilemma is whether the city should set up individualcooperative housing organization which makes such organizations both lawful andmeet the characteristics of cooperative housing; financing refers to the financial plight of the city to individual cooperative housing finance to the financing aspectsof the legal confusion encountered. Distribution of internal and external rights andobligations is the co-housing in the city during the individual within theorganization and the organization of internal and external legal accountabilityissues.Part III: focuses on the current legal systems in the development of urbanco-housing personal way. I propose cooperation on the development of urbanhousing should be tolerant individuals, should be allowed to try and put forwardthe development of urban housing in the two levels of personal cooperation, thetwo-stage proposal that the two levels of small towns and big cities, the primarycooperative housing and senior cooperative housing in two phases. On two levels,two-stage introduction, the answer of how to crack under the existing legal system,the development of urban co-housing individuals facing several important issues.Part IV: The main person described the development of urban co-housingproposals. Proposed introduction of relevant laws and regulations primarily withthe legal norms to guide individual cooperative housing development in the city;increase the government’s policy support; the government should strengthensupervision and improve services; learn from foreign experience, positiveindividual cooperative housing development in the city.
