China is entering the rapid development of the aging society period, in the " oldbefore getting rich" of the aging society, the proportion of the elderly population isincreasing, retired cadres has the unique role and status of the elderly population,which gathered a large number of old comrades. They are relatively young, in goodhealth, a rich social experience, professional expertise. and but also have a strongdesire to continue after retirement self-realization, as these retired cadres of the partyand the people who make great contributions to the group, their social environmentand the entire veteran population structure have changed greatly, their wisdom andstrength cohesion well, to play well, there are very important theoretical and practicalsignificance for promoting scientific development, building a harmonious society.Notably, our retirement system after30years of exploration and practice, play aguiding role at the same time, has gradually opened a new chapter in the mission onthe road, regardless of the object from the work team structure (growing population ofretired cadres). or management (working from the party’s work to socialization), etc.,The work of veteran cadres have been standing at a new starting line, both as ageneral and as a retired cadres particularity of special populations of older age groups,efforts by social security system, social security policies, and gradually realize theliving conditions of retired cadres, political status and social security standards, adaptto legalize the market economy, and actively explore the establishment of retired cadres in line with China’s actual social service management of the new system,which is the purpose of this paper.This article consist five parts of retired cadres to discus the feasibility of socialservice management and further analysis to establish the social service managementpattern of the effective way to comply with China. The first part is an introduction,mainly to explain the purpose, meaning and methods of this article, and elaborated thetheory of the case studies at home and abroad. The second part of the definition of theconcept of retired cadres, describes the evolution process of China’s cadre system andthe current implementation of the cadre management services system problem. Thebasic content of the third part clearly retired cadres’ old-age social service, throughthe elaboration of the traditional management mode to meet development bottleneckand foreign social endowment pattern, exploring the way choice of our retirementcadre socialization service management and analyzes the feasibility from five aspects.The third part of the explicit content of retired cadres basic social pensionservices, development bottlenecks and abroad through elaborate social pension modelis currently experiencing the traditional management mode, exploring the socialservice of retired cadres, the chosen route of administration and analyzed from five itsfeasibility.The fourth part of the stage is a retired cadre of social service managementproblems in the process of carding and analysis. The fifth part combines the effectivetime at the present stage, the retired cadres of social service management and putsforward reform countermeasures and suggestions for retired cadres’ servicemanagement socialization.The fifth stage combined with effective time, the proposed reform measures andsuggestions.This article based on the actual current retirement stage cadre work, in line withthe spirit of pragmatic attitude, using the theory of sociology, the new publicmanagement, social security, efforts to resolve the retired cadres "Who will beresponsible for the management?","who is the management objects?","how tomanage " the real problems, from the perspective of practical needs, the impact on the external environment retired cadres for scientific analysis and judgments,specialization and socialization identify binding sites, thus redefining governmentunits, the family retired cadres service management should respect the responsibilities,hoping to sum up the experience of retired cadres to promote service managementgradually standardized, scientific and institutionalized track to deliver targetedtheoretical considerations, but also can play a positive and effective response to anaging society the exemplary role.
