Study On The Social Security Of Peasant-workers From The Viewpoints Of Administrative Ethics

To establish and improve social security system，it plays an important role foreconomic development and maintenance of social stability, it is directly related to theimprovement of people’s livelihood and administrative ethical issues. In order to closethe gap between rich and poor, avoid social polarization more and more serious, weneed to establish and perfect social security system.It establish and perfect and revealthe importance of social fairness and justice, to carry forward the humanitarian value,study the social security system from the Angle of administrative ethics, will helpexpand the view of the social security system, promote and deepen the people tounderstand deeply the ethics of establishing and perfecting social security system.The social security system in our country since reform and opening-upexperience from the continuous reform and perfect and has obtained certainachievements, but also contains many problems and defects, including migrantworkers social security problem is a common social phenomenon that can not beignored. In the NPC&CPPCC this year the government work report mentions allowchildren of migrant workers enjoy equal opportunity to education, build system ofresidence of the migrant workers, improve professional skills of the migrant workers,migrant workers enjoy equal rights with urban residents, the government attachesgreat importance to the degree of migrant workers social security.In this paper, the perspective of administrative ethics, from the present situationof China’s social security of migrant workers discussed the issue of migrant workersstarting social security, and carries on the analysis of the system, in order to providethe perfect and development of the system and ethics of the migrant workers socialsecurity problem and innovation, also to promote and deepen the people understanddeeply the ethics of establishing and perfecting social security system.This paper consists of five parts. Chapter one is an introduction part introducesthe research background of this article, selected topic significance, the research statusat home and abroad and the research methods, the difficult and innovation points. Thesecond chapter administrative ethics and the concept of peasant workers’ social security, and mainly discusses the relationship between fairness and justice is thetheoretical basis of administrative ethics, administrative ethics and social security, therelationship between the social security of migrant workers the embodiment ofadministrative ethics, as well as the administrative ethics, the meaning andcharacteristics of migrant workers and migrant workers social security and basicprinciples, etc. The third chapter the status quo and problems of migrant workerssocial security in our country, mainly analyzed the historical background of themigrant workers social security, reason and current situation and problems of ruralmigrant workers social security system. The fourth chapter from the perspective ofthe administrative ethics and morality, the migrant workers of the problems in theprocess of establishing social security system. Chapter five improving the socialsecurity system of migrant workers mainly discusses the ethical countermeasuresNordic countries for inspiration administrative ethics of social security of migrantworkers as well as the construction of the social security of migrant workers toimprove administrative ethics measures.
