In the process of urbanization, significant changes are taking place in the ruralpopulation and residents of human settlements. How to provide residential constructionservices suitable for era development for rural residents has become an important taskfor rural construction in the new period. Researching on the service system of ruralresidential construction under the background is of great significance to improve theliving conditions and the quality of life of rural residents.Through the investigation of the present situation of the rural residentialconstruction, it is found that there are several problems in the process of rural residentialconstruction. Specific performances in: lacking of reasonable use of construction landand land wasting; lacking of scientific planning and effective participation of villagers;that the development of residential construction mode is not balanced and the degree ofmarketization is low; that the quality level of residential construction is generally low;lacking of inheritance and protection for traditional residence culture; single residentialconstruction financing channel and financing difficulties. The causes of these problemsperformance in: imperfect legal system; backward management of the homestead andsystem shortage; backward level of economic development and lacking of governmentsupport; insufficient construction investment; wrong ideas and understanding; poorregulation of the administrative department of government.Service systems of new rural residential construction are put forward fromsubsystems associated with each other and interacting each other including landmanagement, planning, financing, construction supervision, technology and productsservices, information services by referencing experience of residential construction insome areas in China and developed countries against the main problems existing in the rural residential construction in our country.15general factors that affect the formationand development of the service system of rural residential construction are identifiedthrough text analysis interview and questionnaire survey.4main factors are extracted byusing principal component analysis. Policies and regulations support is the primaryfactor that affects the formation and development of the service system of ruralresidential construction. Residential construction planning, market level, residentialconstruction technology and quality and public participation mechanism are other mainfactors that affect the formation and development of the service system of ruralresidential construction. According to these main factors, some countermeasures andsuggestions are put forward from perfecting legislation and institutions, perfectingregulatory mechanism, using land reasonably and making scientific village planning,improving the quality of residential construction, expanding financing channels, payingattention to public participation, establishing information platform of residentialconstruction.The application of the research results is helpful to promote the development ofrural residential construction services and enrich the theory of rural construction. Itprovides valuable references for the related departments.
