After the nearly ten years development, each kind of basic mechanism of national civil servant has gradually established, but there are still many questions, of which the core question lays in the civil servant professinalization degree to be insufficient, even not yet implemented professinonalization. In the new century, China civil servant's regulations are to face the recent development environment, regardless of the domestic environment or the overseas environment, all are set a higher request and the challenge to the civil servant regulations construction.On the other hand, the global scope government reform as well as the civil servant system reform tide has provided the best benchmarking for our country administrative reform as well as the civil servant system development. That is to say, the present situation and the external environment changing had made the Chinese civil servant have to walk on the road of professionalization. Also this point is supported by the survey based on the Jiangsu civil servant: facing the question of whether to professionalization or not, 89% investigated approve the point that Chinese civil servant should be professionalized.NPM(new public management) is come from the revolution of government in west for the efficiency of servant. Looked from the professionalization motive, the new public management and the national achievements in management and the strategic human resources management are the professionalization intrinsic driving influence. On the other hand, bureaucracy is the core concept in his ideas, so the bureaucracy is professionalization's core intrinsic request in the Chinese civil servant professinalization.The Chinese civil servant professionalization's important significance also manifests in four aspects: First, professionalization is the inevitably request which the national implementation legally rules a nation; Secondly, professionalization prevents the corrupt effective way; Thirdly, professionalization is the government enhances the efficiency the main way; Finally, professionalization also is the response public department human resources management and the development inevitably request.Based on these points, the paper has taken professionalization from the crosswise system and the longitudinal system as two master lines as professionalization system frames. The civil servant professionalization system is based on the strategic human resources management idea, taking official ability quality model as foundation, and taking human resources management core flow as crosswise system conformity system frame. Among them, the crosswise system of professionalization mainly includes three class formulas: professionalization hiring with disposition mechanism, professionalization training mechanism and professionalization drive and inspection mechanism; professionalization longitudinal system including professional accomplishment, professional behavior and professional skill. Then, the paper constructs three factors as the core evaluation system of professionalization, such as the official professional accomplishment, the professional behavior and the professional skill. The paper finally studies the professionalization case of judge and proposes to improve the system of judge professionalization.
