On The Vietnam’s National Assembly Reforms And Its Inspiration

Vietnam, as the neighbor of China, is one of the only five socialist countries in the world. In1986, facing with the new situation at home and abroad, Vietnam began to implement the reform and opening to actively explore the theory and practice of socialist democracy construction, ceaselessly promoting political and economic system’s reform. In the process, the congressional reform was regarded as the indicator in the political system reform and democracy construction in Vietnam. So, as the socialist countries, the systematic research on Vietnam national assembly reform and experience learned from it will play an important role in reforming and perfecting our national people’s congressional system.This article is explained from four aspects on the research of the background, theory and practice analysis and, reflection and inspiration. Firstly, the analysis of the background of the reform of the national assembly of Vietnam:mainly focuses on exploring the international and domestic factors influencing the reform of Vietnam’s, including the deepening of economic reform of Vietnam, the requirements of the reform of political structure and the increasing movement of national reform happened in worldwide socialist countries and so on. Secondly, it is the theoretical analysis on the reform of the national assembly of Vietnam, which concentrates on the theoretical exploration and experience summary on the reform of the national assembly of Vietnam since innovation and opening up so as to lay the theoretical foundation for the following chapters. It includes the essence, content and principle of the reform of the national assembly of Vietnam. The third part analyzes the measures adopted by national assembly reform in Vietnam. This part mainly includes the reform of the electoral system, the supervision system, the decision-making of important matters system, the congressional structure and its operating mechanism and so on. The final part has a general evaluation and analysis on the national assembly reform in Vietnam. It summarizes the beneficial theoretical and practical explorations in the Vietnamese congress reform and analyses the relevant experience, lessons, so that puts forward reasonable suggestions for the reform of the people’s congress system in our country which is consistent with final foothold of this essay.
