Pricing issues relates to the millions of households, and affects the stability and development of the market economy. Price regulation is an important part of market regulation. With the state has been liberalizing commodity price, and the price reform is more deepening, the focus of market regulaiton is how to make sure that the market price is under a timely, effective, and reasonable supervision. Price interview is a way for warning and remindding them, in which the price administrative departments invite to the specific citizens, artificial persons or other organizations, and interview with them. It is a non-compulsory, ex ante and negotiated means of price regulation. And it is an innovation of the approach and means of market price regulation in China, which is reused in practice. But now the rules of price interview in our country have big loopholes, and there are also some sreious problems in practice. These loopholes and problems limit the advantage and utility of the price interview. Evenly, these cause that its rationality and legitimacy is questioned. From the perspective of the system, it is hardly to sayt that a institutional system about price interview has been formed.The article is a rearch on the institutionaliztion of price interview, which uses the methodology of empirical analysis, comparative analysis and literature research. Firstly, the article illustrates the general theory of price interview. Secondly, the article investigates th current situation about the rules and practice of price interview, and points out the real plight of price interview. Then, from the view of institutionalization of price interview, the article analyzes the objective basis,and puts forward the concrete thinking on the institutionalization of price interview.The full text, apart from the introduction and conclusion, is divided into four parts. The content is as follows:Part I: the general theory of price interview. This part explains the meaning of price interview, analyzes the characteristics and value of price interview.Part II: the present situation of price interview. This part introduces the actual rules and practice about price interview in our country, then on this basis, points out that the price interview have some problems, including that the effectiveness of rules is low-level, the specific provisions is scattered and simple, the procedural provisions is not comprehensive, the supervision and remedy mechanism is lack, and transparency is poor. These are main troubles of price interview in our country.Part III: the objective basis of the institutionalization of price interview. Firstly, this part defines the institutions and the institutionalization of price interview, points out that the institutionalization of price interview is the process that the legal rules of price interview became more perfect and mature. Then this part discusses the necessity about the institutionalization of price interviews. Finally, using the methodology of comparative analysis, this part analyzes the institions of tax interview and safety-responsibility interview about food and drug, and drawns on the experience on them.Part IV: the thinking about the institutionalization of price interview. This part is the center and core of this paper. Combining with the plight of the price interview, this part proposes that the specific ideas of the institutionalization of price interviewe are: firstly, improving the legal effectiveness of regulations; secondly, establishing the basic principles of price interview; thirdly, improving the setting of procedures of price interview; fourthly, creatting the mechanism of supervisvison and remedy.
