The Research On The Reform Of Minimizing The Administrative Approval In China

The administrative approval system reform in China has entered ’the abyssal region’. And the reform has made positive progress and significant achievements. As the same time as the government promotes the reform vigorously, researches in this field are more and more abundant. And the object of the reform is becoming more and more clear. In order to make a thorough reform and give the authorities of resource allocation back to the market and the society. We must persisting in administration by laws and reduce the unnecessary administrative approvals as much as possible. This is minimizing the administrative approval. It helps breaking the bottleneck of the current reform, transforming government regulation into government guidance, disintegrate the governmental power of decision-making, executive and supervision, and strengthen the tracking of administrative approval and accountability. Then realize the goal of radical reform in a real sense. Based on learning from the service-oriented government theory and new public service theory, and summarizing the existing researches at home and abroad. This paper discusses the shortcomings of its own and new problems of the at present, and analyzes the reasons which hinders the reform. Zhangzhou is the pioneer of the reform.
