In order to respond to changes of the world, the country and the party situation, the Chinese Communist Party in the ruling position put forward the strategy and the practice about the construction of the learning-oriented organization of CCP. The present of the learning-oriented organization of CCP, not only be origins from the Marxist classical writers’ teach about the important of the learning, but also by the theory and practice of learning-oriented organization with late in twentieth Century, popular in the western world, and it is more about the CCP inherit and carry forward their own struggle in the course of beneficial experience. Its direct cause is the CCP deal with the new historical conditions and challenges, the more is about realize the modernization of ruling ability, and plays an important role in leading and demonstration construction of learning-oriented society.On the basis, the embryonic and the formation and development period of construction of learning-oriented organization of CCP, the CCP pay attention to the combination of study and practice under the guidance of value learning, on how to use the basic principle of the Marx doctrine in China situation has a lot of creative initiatives and achievements, and achievements of her brilliant career. This kind of experience and spirit, provide abundant supplies for the construction of learning-oriented organization of CCP in the new historical conditions. The third is the effectiveness evaluation system of the learning-oriented organization of CCP. The setting principle, the set recommendations and the assessment standard of relevant indicators is the core content of the evaluation system.
