It is clearly required in Emergency Handling Law and Opinions about Enhancing Grass Roots Emergency Management by General Office of the State Council of our country that people’s governments at each level, governmental departments and units responsible for emergency handling in sub-district offices shall establish a 24 h on-duty emergency handling system. The system is established to make prospective analysis and anticipation through forecasting and monitoring etc. so as to evaluate hazard level of various emergencies in a timely manner, and report such information in a timely, comprehensive and accurate manner, providing initial data for operation of the whole urban emergency response system, mastering the situation timely and accurately and providing decision basis for higher authorities, improving the efficiency and scientificity in government’s emergency management, thus to prevent occurrence of emergencies or reduce the scale, and minimize loss resulted from the emergencies.A complete emergency management process comprises three stages: crisis warning, emergency handling, restoration and reconstruction. What responds to emergency on-duty is the first stage in the emergency management, i.e. crisis warning, which has the following functions: information collection, information monitoring, information transfer(including report and notification), information analysis, information identification, information confirmation and information issue etc. The key to crisis warning is to firstly establish corresponding standard for crisis classification and grading; once signs of relevant events are found, they can be classified and judged based on existing emergency standards; secondly, to facilitate high degree of information sharing so as to improve the scientificity and efficiency in information analysis, management and transfer.David Gaebler believed that government management shall aim at preventing with little money instead of curing with large amount of money. Compared to emergency disposal, realizing crisis warning through emergency on-duty is a more economic manner. However, in our emergency management activity, emergency on-duty hasn’t received enough attention, and it still stayed at the level in 1990 s in most areas, neither personnel allocation, hardware configuration or information report method benefits from the improvement of education level and development of modern information technology, and we are sad for such apparent age gaps. Nevertheless, increasing intense conflict occurs in cities undergoing high-speed development, with emergencies posing challenges to government at all levels through their high frequency, complexity and large scale, challenging their management level and limiting urban and regional development.Interviewing emergency office at each government level in N city and analyzing emergency on-duty situation of N city and its counties(districts), the author believes that emergency on-duty in N city is unable to realize its main functions. The reason causing such situation is due to the defect of different degrees in existing institutions, systems, function design, personnel structure and operating system. The author hopes to propose the following corresponding countermeasures to existing defects by learning advanced management experience in developed regions and countries: open recruitment, reasonable increase in employees’ remuneration, carrying out regular professional training to employees regularly, classifying and grading emergency warnings, guaranteeing equipment funds, and determining organization position and operating mechanism scientifically. Hope that we can propose constructive and operable suggestions for emergency on-duty in N city, thus providing an expected direction for its future development.
