This paper researches on the status quo of the Tianjin Public Security Bureau Police Security's(TPSBPS)performance management,by using the observation method,document method,case interview method and symposium method.Based on the theory of public administration performance management,we do a further comparative study on TPSBPS's main problems in performance management,as well as the causes of the problems,and then provide countermeasures and suggestions to improve the TPSBPS's performance management,in order to provide some theory guidances for the TPSBPS's performance appraisal management practice.Specifically,first of all,we define the basic concepts,such as civil servants,public sector,performance and performance appraisal,etc.Then we review the related theories,such as internal process of performance management and appraisal methods,and the public sector performance evaluation theory,such as public choice theory,new public management theory,organizational behavior theory,humanism theory and incentive theory,etc.Secondly,on the basis of the definition and theory reviewed,we analyzes the TPSBPS's present situation and problems of performance management,involving the TPSBPS's historical evolution,organization setting,personnel and post division of labor and other synopsis overview,and TPSBPS's performance appraisal is introduced,including the guiding ideology,examination scope,examination procedures,content and standard of department and personal assessment,etc.Again,TPSBPS's performance appraisal problems and the causes of these problems are analyzed from the performance evaluation methods,evaluation contents,evaluation procedures.Finally,combined with the relevant theories reviewed,we put forward some corresponding countermeasures and suggestions for TPSBPS's performance management,including performance appraisal scheme adjustment principle,performance appraisal scheme optimization strategy and the optimization of safeguard measures for implementation of performance appraisal scheme,etc.
