The first time the word of “group-oriented leasing” emerges in 2006 at Shanghai. In other words, it was created by shanghai society. However, the development of the word is not expected by the massive social individuals and government organizations, even it is full of growing possibility. For house and tenants, the whole community almost holds the same attitude to them. The house, usually, is the place where the public security cases are highly possible to take place. And the tenants are the potential criminals. This impression leads the authorities to take strict action on this party.Nevertheless, some key problems are ignored by people while they regards the “group-oriented leasing” as cause of troubles. For instance, is it inevitable that “group-oriented leasing” could leads to a series of problems; is the problems mainly caused by “group-oriented leasing” itself or other factors; and to what extent do the problems affect tenants’ behaviors and psychology. These issues, obviously, are not discussed rationally and fairly. People lack the high-level analysis on reason for these problems. With the biased knowledge, this complicated social issue is simplified as isolated problem, and fail to find out the hidden logic underneath the problem.Admittedly, the “group-oriented leasing” phenomenon disturbs the life of original residents, as well the tenant’s life. Such as illegally rearrange of living area, change the building structure. It puts the safety of renters and neighbors at risk. In addition, the manner and quality of renters are usually not good. Their bad behaviors not only have adverse effects on other residents’ normal life routine, but also damage other’s life and property. It would, finally, result in collapse of rules.Even though this essay would not express any opinion on these issues caused by “group-oriented leasing”, it would not have the conclusion that the advent of “group-oriented leasing” is the problem itself neither. From the law perspective, there is no exact definition of “group-oriented leasing”, which represents the strict attitudes of legislators, and the fact that this community is still neutral. From the social life perspective, the neutrality of this community is more obviously. “Group-oriented leasing” is a ramification of unbalance of urban-rural, the conflict between the unaffordable house price and the basic housing demand of transient population. It is acceptable that well-managed houses exist in urban, and the key question is that what the management approach is.It is based on a conclusion that “group-oriented leasing” is a normal phenomenon, the view of this paper can finally be stood. The standpoint of the paper is to analyze whether the behaviors of the tenant can influent the “group-oriented leasing”.Base on the current attitudes, first of all, the author wants to figure out what the “group-oriented leasing” is, and is it an inevitable social phenomenon or hateful social problems. Then the author wants to discuss why this phenomenon is arising so many problems, is this because of the special tenants? Finally, the author discusses how to solve the problems. Overall, this paper follows a set mode: Ask the question- Analyze the reason – Solve the problem.In the first part, the questions, the author focuses primarily on the basis of solving problems, that is, what the “group-oriented leasing” and “tenant” is and what the nature of this phenomenon is. After using the definition on “Modern Chinese Dictionary”, the author analyses the phenomenon with both the nature of law and fact, and then come to a conclusion that the “group-oriented leasing” is a natural term and also a special rental model, When the nature of “group-oriented leasing” is confirmed, the author then analyze the tenants, finding that it is not only the vast majority of this group are the floating population, but the cultural quality of the group are lower than any others. The author finally find the relationships between “group-oriented leasing” and tenants.In the second part, the reasons, the author will focus on finding the reasons for “group-oriented leasing” chaos. The author makes a demonstration on national, social and individual aspects then come to a conclusion that the low level of economic conditions and cultural qualities can lead problems, also the disregards and the exclusions from both society and government can intensified problems. So it leads us to think about a different solution of solving the problems of tenant itself can also solve the problems of “group-oriented leasing” chaos.In the third part, the solutions, the author will collect the reasons together and figure out a set of solutions. The political protection and social inclusion will be the most valuable methods, self-control of tenants will be a plus, and the good law-making is also the way to solve.
