Research On The Influence Of Shuanglian Units Enthusiasm For Poverty Reduction

The research of Shuanglian policy action in gansu province research is mainly around the content and practice currently. The most of research about Shuanglian poverty alleviation is summing up their experience. And research pay little attention to the causes of bad publicity. Our research team in field research found that the main cause of poor performance is the lack of enthusiasm. In addition, the policy rely on the Chinese characteristic to carry out, whether or not the enthusiasm of the Shuanglian units are "high" or "low" is connected with the management system?This paper starts from the perspective of the sociology of organization, Shuanglian policy as an example in Gansu Province. To study the dual management system is how to influence the Shuanglian units’enthusiasm.According to a word mentioned in this study on the principal-agent theory "in the principal-agent relationship, only the interests of both sides mutual conflict and asymmetric information, will lead to the principal-agent problem." Determine the research hypothesis:the government and dShuanglian units in a principal-agent relationship, and the two sides exist conflicts of interest and asymmetric information, so will produce principal-agent problems, lead to Shuanglian units are lack of enthusiasm. Under the research ideas, this research adopts qualitative research methods to conduct in-depth interviews to six Shuanglian units and after analysis found that:1.The policy interests of both parties and unsymmetrical information in the process of Liancunlianhu policy will cause some double unit reduce double input in order to its own interests, and they will take some method like hide or lie the actual effect to escape the year-end appraisal, etc to avoid punishment;2. Incentives providing by the government are facing the problem that the strength of supervisory mechanism and incentive intensity is not enough and both of them are lack of targeted. So it cannot fully restrain and encourage Shuanglian units, and therefore it also difficult to arouse Shuanglian units’enthusiasm and initiative.3.Both of them cause Input-output ratio of poverty alleviation is not high and the measures for poverty alleviation is lack of pertinence. That shows that the Liancunlianhu policy actions with characteristic of mobilization is not a long-term solution to solve the problem of poverty, the type of poverty alleviation policy should be from the "mobilization " to "system".
