In recent years, by taking some effectively anti-poverty policies, our country’s economy have been growing steadily and rapidly, the comprehensive national strength also have been enhancing, people’s living standards have been improveing, poor areas economic also have been continuously developing. However, we also realized clearly that we still have a long way to go to achieve all-round well-off society by 2020,which s still a tough and urgent goal.So that we need to carry outmore effectively anti-povert y policies, especially aiming at minority areas we need do more analysis and research narrowing the regional economic disparity.In this paper, I would like take Seda county as the case, which belong to Ganzi tibetan autonomous prefecture. It’s also authorized by counterpart organization.The carrying out of anti-poverty program is the major economic work in minority areas, the local government play an important role in executing policy and helping poverty-stricken area overcome poverty and achieve prosperity. In this case I wouldlike research how the local government improve and strengthen their implemented policies 3y using Smith model theory analysis.As we all know the development of minority areas is closely related to poverty-relief work that local government performance. Therefore, it’s the very time that to focus on improving Seda county government’s policy executive ability. At pres snt,our country take anti-poverty work seriously:on the one hand they do their Dest to amend some policies to make them conform to new situation, on the otherhand they enhance the supervision of fund flowing as well as innovate work methods, so that we will build a moderately prosperous society by 2020.
