With the coming of knowledge economy, people have realized the importance of human resources, human resources have been concerned by the society, the human resource is the key resource to develop and expand, and make full use of human resources, so that the main functions of professional and technical personnel to play a decisive role in promoting the development of social undertakings in China. The purpose is to improve the enthusiasm of the professional and technical personnel, stimulate the enthusiasm of the professional technical personnel, and to create more value for the society.The Songming County institution of professional and technical personnel as the research object, the county incentive mechanism problems of macroscopic diagnosis, at the same time, through the use of public management theory and human resources theory, combined with the current incentive mechanisms, there are practical problems in depth analysis of the causes of the formation of, and puts forward the Countermeasures for improving the District of professional and technical personnel incentive mechanism.
