Research On The Government Response Of Network Accountability

With the continuous development of network technology and the increasing citizen awareness accountability, the network accountability shows a huge potentials of strong social influence on the political life among the general public. During the last several years, network accountability has been developing at a lightning speed in our country and it plays an important role in national democratic political system. However, only with well coordination between network accountability and the Government’s response can fully improve and stimulate the national democratic political system. Government’s response is an important measure and it is the foothold of establishing the socialist harmonious society. Effective government’s response embodies the basic requirement of the government such as "people-oriented", "service for the people", which is beneficial to the further establishment of "good governance" government and the realization of the benign interaction between government and public. Though with the help of the rapid development of network accountability, the Government’s response has made marked progress from non-response to a passive response, then to the actively exploring the construction of active response mechanisms at present. All these changes reflect the Government’s determination and the courage of reformation. However, in terms of the overall development, the Government’s response is still a little behind the development of our country network accountability. Therefore, how to response to network accountability positively and prompt accountability to solve the events more effectively, has become a critical issue in our country.The effect of government responsiveness is closely related to the implementation of accountability. Approaches of government responsiveness are not the same. To achieve an effective government responsiveness to the network accountability, a clearly related accountable institutions must be established. In order to focus on generating positive interaction between the network accountability and government responsiveness as well as optimizing relationships between government and the public, this paper will start at the connotation of network accountability and the government responsiveness, clarifying the elements and procedures of government responsiveness. Then by analyzing the typical network accountability cases, relevance between accountability and responsiveness would be revealed, summarizing the present situation with issues of responsiveness which related to network accountability from the government. In addition the problems would be listed in ascending order, involving the three aspects which are the system, regulations and culture from the inside out. At last, some of the counter-measures as well as the suggestions would be presented to optimize the national network accountability system.
