Research On Functions Reconstruction Of Sub-District Offices

Sub-district office is one of the management level of the "three-level management" in "two levels of government, three levels of management, four network" system of social organization and management in Shanghai.As the agency of the district government, sub-district office undertakes the extension work of district government in the community, coordinates the dual control units and other functional departments, and guides the work of residential areas, bearing the essential "nexus" functions. However, sub-district office, almost the same age with New China, has exposure more and more difficulties departing current economic and social development, so the reconstruction functions of sub-street office has become a hot spot in today's society and the urgent need to address the major practical issue. Starting with the history of the sub-district office in Shanghai, this paper discusses the evolution of the functions of sub-district office, Meanwhile, a Shanghai sub-district office functions of status, problems and causes were analyzed, And through the in-depth study of the current reconstruction functions of several ideas, reform attempts and the experience of enlightenment for sub-district offices, I put forward countermeasures and suggestions to deepen the reconstruction functions of sub-district offices, which has important practical significance on improving the local management system of Shanghai city, accelerating the transformation of government functions, and improving the level of social development and management.
