Analysis On The Functions Of The Sub-district Offices In The Background Of Urban Community Self-organizing Governance

In our public administration system, the sub district offices are a unique level of the city management. Although it is not an independent governmental organization, as a city government agency, it is generally known as the city grass-roots government. From the situation of urban management, the sub district offices are the most basic social contact and the interactive platform between the government and the city community. In the traditional planned economy system, the sub district offices took on the dual functions of the national grass-roots political rule and social management and achieved remarkable results of social stability. With the society transformation and economic transition, especially in the conditions of the socialist market economy system established preliminarily, the social affairs in the areas of streets are becoming complex increasingly, as well as the growing demand of the residents is getting more and more diversified and complicated. In this case, the sub district offices can not but have to take on more responsibilities and heavier tasks and have to engage themselves in social affairs, while their major responsibilities are residents authority management.On the other hand, more and more people are aware that community self-governance is the right direction and ultimate destination of urban grass-roots community development, despite there is still a long way to reality the real sense of community self-governance. As the chain which is connect with the government and the community, the sub district offices are in raising the level of administration. At the same time, it can promote community development, growth and improve community-based social management. In such a background of the ultimate goal of achieving community self-government, how can the sub district offices through changing the existing functions and management system to meet the needs of social development has become an urgent task of the city's structural reform.Therefore, this paper attempts to stand in the background of self-government in urban communities, analyze the functions of the sub district offices in theory . Combined with the actual situation of the writer's work unit -Tuanshan office, on the basis of today's advanced reform model and experience, I have given the recommendation that Tuanshan office should weaken the economic management functions gradually and strengthen the functions of public administration at the same time, as well as promote the guidance functions of community-based management work. I hope this essay will provide some help to the reform of functions in the future.This article includes the following four components:The first chapter is devoted to summarize the conditions of the sub district offices, including the concept, the origin, the nature, the characteristics and the functions. First of all, this article introduces the meaning and nature of the sub district offices and so on. As the dispatch of the organs of the government, the missions of the offices are to guide the work of communities and reflect the demands from the people in grass-roots level. So they have the dual nature, as both administrative offices and community-based organizations. Then it focuses on the functions transitions at different period and historical background and fully affirmed the status and role of the sub district offices. The process reflected with China's economic and social development the functions of the Office are in change all the time. Finally, this essay fully affirmed the contributions of the Offices that play in the field of grass-roots democracy and the rights of people.The second chapter analyzes the status quo of the sub district offices functions against the background of the community self-government in urban. First of all, it introduces what is the community and urban communities. Tonnies (1887) pointed out that the community is made up of homogeneous population which composed of close relations, mutual assistance and human social groups. It is a common sense of identity or social relationships. Urban communities are particular ones which in the special region. Then this paper outlined the characteristics and meaning of autonomous community in our country, that is, self-government in our community is under the leadership of the party's, and describers the different academic views on autonomy, the residents self-orientation and local self-government orientation. In the development of self-government, the offices show more and more inadaptability in two aspects, namely, functional and dislocation offside. Finally, this paper attempts to analyze the current situation in the communities, which the most prominent manifestations of the problem is their behaviors are more like a government.Based on the analysis of Chapter II, Chapter III points out the inevitability of change in the functions, and summarizes the two reform explorations which were happened in the mid-1990s and the beginning of this century respectively. This phenomenon leads to the lack of attention on the other functions of the sub-district offices and then to the jurisdiction of the community, including Health, Labor and Social Security, Urban Construction, Social Affairs Management, and other aspects of the work have to be implemented to the community. A result of this situation is made the community work become more and more administrative. So the assistances in the community have no effort to deal with the requirements which come from the people in the grass-root level. Therefore, this paper make recommendations and measures to further improve the functions of the offices in order to play an important role.
