Research On The Problems And Countermeasures In Face Of The Rural Endowment In Kaifu District Of Changsha City

The aging of the population is one of the most important problems when the country enters developed country.As the lagest population and the largest elderly population country,China is experiencing rapid and continuous aging population in current.China has a low urbanization level,still has a lot of people in rural areas.Rural areas have a higher aging rate compared to urban;solving the pension problem is the most urgent thing.Rural area in Kaifu district of Changsha city is one of the typical rural areas in China.The study of Kaifu rural area's pension model can be used for reference to the rural endowment of most similar cities,because it is close to city as most city in China.This paper researched the rural area's endowment model of Kaifu district,The main research methods are:literature review,comparative analysis,survey analysis and statistical analysis.The main research contents for the following several aspects:First,economic,social and rural pension status of Kaifu District;second,old-age Security Investigation of Kaifu District;Third,current practices,problems and reasons analysis of Kaifu District;Fourth,typical models at home and abroad.According to the above research,the conclusion is:low welfare pension model and establish a diversified pension system is a realistic choice for the Kaifu District in current.It is suggested that the government should increase financial investment in rural pension,build a unified platform for the elderly,explore the new mode of pension,and establish a standardized pension service program,strengthen the implementation and supervision of the policy.People should change the concept of pension,to strengthen the construction of the pension system of supervision and advice,private capital to accelerate the layout of rural pension system.In this paper,the research of Kaifu District rural pension mode is based on the experience of rural pension security in foreign countries and China's elderly people security history,it is the unity of the natural view of materialism and materialist view of history,and it is a research model of innovation in this field.In this paper,the study area is half urbanized areas,still has a lot of agricultural population,it is different to the true city or town,this is another innovation.Because of the author's level and limited time,this paper still has several problems to be studied:the first is how to improve the Kaifu District land endowment mode;the second is how to introduce private capital to develop Kaifu District pension market.
