A Study On Community Governance Of Small Towns In Minority Areas

In the process of deepening reform and social transformation,the prosperity and unity of ethnic areas is of great significance to the modernization drive.With the promotion of the modernization of national governance system and governance capacity,ethnic areas need not only meet the challenges brought by it,but also need to face the pressure from the practice of grassroots communities.As the embodiment of ethnic community grassroots autonomy,for minority people full exercise of the right of autonomy,the masters to manage their affairs,actively play the master spirit to make contributions to the stability and development of the minority regions plays an irreplaceable role.However,as the development of regional and community governance in minority areas is far greater than other areas of community governance in complexity and difficulty and so on,is not only to face the complex natural environment,social environment and community relations,but also face the lagging behind the level of economic development and community governance.Therefore,these factors put forward higher and stricter requirements to the community governance in the minority areas.In the face of the new situation and new opportunities,how can we achieve a better level of community governance in ethnic minority areas?For this answer,the ethnic regions of China T Autonomous County as an example,through the investigation and Research on the county's community governance deeply,tries to explore an effective path for urban community governance in minority areas,to provide experience for community governance in minority areas.This paper attempts to explore the countermeasures to improve the community governance in minority areas by analyzing the existing problems and the causes of these problems.This thesis consists of five parts,the first part is introduction,discusses the topics of the reason and purpose of the research and practice of domestic and international community in minority areas are briefly introduced and an overview of the theory.The second part is an overview of the basic situation of Hunan Autonomous County and from the T community,community construction,community service,democratic politics,community economy,community culture and education and community sanitation and security described T Autonomous County in community governance effectiveness.The third part is to analyze the dilemma and the reasons of the community governance of T Autonomous County from the following four aspects:the concept of governance,the means,the governance system and the community autonomy.The fourth part is aimed at the problems existing in the process of community governance of T Autonomous County,such as the concept of governance,governance system,governance mechanism and governance methods.The fifth part is the conclusion,summarizes the main ideas of the reform and immature thinking.In a word,to achieve national area community governance modernization,so that the minority can truly achieve the masters and manage their own affairs in their communities,we must accelerate the community in minority regions will modern governance into the management of ethnic communities,so as to promote the development of modern governance.
