The improvement of government public service delivery capacity can promote healthy and orderly development of the economy and culture of one district. The development of village-dismiss and town-combination and urbanization and the unique circumstances with cultural geography of border areas lead to the fact that public service enjoyed by urban and rural residents is unequal. Demands from residents in rural and pasturing areas are strong but these demands can not be met in time, which is the problem needing to be solved. Current method of providing public service is in need of innovation. Under such background, the paper proposes a new method of providing public service, floating public service, to achieve the target which can not be achieved by general public service. The innovation and change of the method of providing public service reflects the establishment of a service-oriented government and government role transition to some extent.The paper discusses floating public service from the following aspects. Based on the fact that current method of providing public service can not fully meet the demands of the public, the first part puts forward the research hypothesis, the concept and the characteristics of floating public service by analyzing connotation characteristics of public service and methods of providing public service. The second part makes an analysis on main theoretical basis of floating public service, the service-oriented government and new public service theory and discusses the relationship among floating public service, the service-oriented government and new public service theory. The third studies the content and the significance of floating public service by analyzing current practice of floating public service in Inner Mongolia pastoral areas and some domestic and overseas districts. The final part discusses the innovation value and the universality of floating public service with the hope to change the inequality of public service supply in urban and rural areas by putting forward the new method of providing public service, floating public service. Besides, the paper has the hope that floating public service is implemented across the country to quicken the service-oriented government transition.
