Along with economic globalization and arrival of information age, new public management movement comes into being in the countries all over the world. And in the wave staffs in the government departments need to face more tasks, in the meanwhile, people want government to provide best service with most economic means. As a result, civil servant performance appraisal has been widespread concerned. How to improve work efficiency and perfect civil service performance appraisal system becomes the focus of government management. And it can be seen that civil servant performance appraisal is an important means of talent selection and appointment by implementation of a number of measures and policies.Taking traffic police detachment in Daqing as research object, first of all, the paper summarizes research status of performance evaluation at home and abroad, related theories about performance appraisal, also including target, content and principle of traffic police performance appraisal. Also it analyzes current situation of people’s police performance appraisal of traffic police detachment in Daring. As a result, it is found that problems exist in performance appraisal of traffic police detachment in Daqing as follows: incomprehensive content on performance appraisal; focus on annual appraisal, ignoring normal assessment;single appraisal body; inadequate usage of assessment results; lack of effective and continuous communication. So according to problems above, suggestions for optimization of traffic police detachment of performance appraisal in Daqing with method of combining the theory research with practical analysis: establish specific evaluation index systems; focus on normal appraisal; expand appraisal bodies; make full use of assessment results; pay attention to continuous communication. At the same time, in order to ensure effective implementation of performance appraisal measures and enhance understanding of importance of performance appraisal, put forward some suggestions; perfect branch information construction; optimize assessment environment; increase openness and transparency of appraisal; organize related trainings as safeguard.
