With the continuous improvement of the living standards of the people,the number of motor vehicles owned by Chinese residents has increased rapidly,and the urban road traffic situation has become increasingly severe.The traffic police are responsible for guiding and planning the road traffic management work and identifying the responsibility for road traffic accidents.The work is heavy and the danger is high.Because the traffic police are in close contact with the people in the process of law enforcement,the probability of friction is also very large.In addition,in the age of media,many people irresponsibly disseminate out-of-context video information on the Internet.,which has caused a negative impact on the image of the traffic police.The impact has also greatly affected the enthusiasm of the majority of traffic police.In the past,the management of the traffic police and police force had the problems of extensive form and strong will of the chief executive,which greatly affected the enthusiasm and responsibility of the masses of traffic police.Therefore,a fair,just,scientific and reasonable assessment of the traffic police is of great significance for improving the responsibility of the traffic police,mobilizing their enthusiasm for work,and improving the happiness and satisfaction of the people.Based on the research of performance appraisal theory,this paper analyzes the advantages and disadvantages of various appraisal theories.On the basis of fully considering the special characteristics of traffic police,it establishes a performance appraisal system that meets the characteristics of traffic police.The aim is to change the undisclosed,unclear quantitative assessment basis,the uncertain assessment process and the excessive interference of human factors.In the assessment indicators,the objective factors such as the police workload statistics and the mass satisfaction survey were added to minimize the unfounded human assessment.The paper introduces the system development process from the aspects of system requirements analysis,system design and system implementation.The use of the system better solves the police performance assessment problem,which can be traced back to the dissatisfaction of every mass.On the one hand,it helps to improve the police's own working attitude and working style,on the other hand,it can also clarify the facts when the police are unfairly evaluated.At the same time,through the system's performance ranking of the police,timely control of the mentality of the police in various departments,to assess the status of the police force,scientifically put forward team management opinions and suggestions,effectively solve the bottleneck affecting the efficiency of the police and the scientific management level of the public security team problem.
