Problems of migrant workers have not only become a prominent social problem in recent years, but also a hot topic in academic issues. Currently, a new generation of migrant workers who has become the main groups of migrant workers, their economic role and influence on social life begin to appear apparently, and has become an important force to shape the social structure, especially for the urban social structure. They will be members that are the most pressing and most likely to achieve a group of residents during the public process of China's migrant workers. Their future mostly depends on whether they can change the role of farmers into the role of residents or not. However, there are many factors restricting the public of the new generation of migrant workers, such as the barriers of urban-rural dual system, the limitations of urban government management and service, the residents' exclusion, their lower comprehensive quality and so on. Thus, realizing the new generation of migrant workers is based on speeding up promotion and conduction to improve their awareness, understanding about the problems of migrant workers, reinforcing institutional innovation to provide system for migrant workers, transforming the government management to enhance the fusion between migrant workers and residents, increasing the investment of human capital to improve their ability of urbanization and advancing the process of the new generation of migrant workers.
