Empirical Research And Terminated Process Modeling On The Administrative Agencies Of The State Council

As the highest administrative organization, the agencies of the State Council play an important role in political, economic, social management in public affairs. With the development of globalization, new information technology, rapid development of China’s market economy and the transformation, all put forward a new request to the government; To straight out the relationship among government, market and society and establish a streamlined, flexible, efficient government management system and management model.Under the influence of the Western reform ideas, the reform of administrative system focusing on administrative organization reform has been continuously deepened. However, Chinese scholars ignore the importance of research on the theory of the termination of public administrative bodies and demonstration. From the perspective of public management theory, the lack of research resulted in missing the relevant theory of public administration. From the empirical perspective, the lack of empirical analysis of public administrative bodies will lead to ignore the depth reflection in reforms during different periods, and it’s difficult to recognize it’s essential. So, explore the theory of the termination of public administrative bodies and demonstration has important theoretical value and practical significance.In this paper, the research objection is the State Council and the component agencies. To analyze the changing process of terminated public administrative bodies. And count the number of changes in the various stages of the reform in different type of government institutions since 1949 to the end of 2013. Then use the survival analysis methods to measure the influence of different types of organizations, different political ideologies and different power distance. Firstly, reviewing the research about the terminated public administrative bodies of current related research on government agencies, and divided in four different research perspectives. Secondly, building the analytical framework and analyzing the influenced factors for the process of termination of public administrative bodies from the theoretical view, with three aspects of Politicians, bureaucrats and interest groups to analyze the impact of administrative bodies, and proposed the hypothesis of this study. Thirdly, summarize and re-definition the kinds of change type in the process of terminated public administrative. Finally, test hypothesis to explain the empirical results. The results show that the termination of public administrative bodies in State Council is similar with the Western researches, affected by type of institution, institutional functions and political ideology and other factors, and the degree of influence is nonlinear, time-varying and change.
