Integration Of Coal Resources Impact On Rural Governance

In china, Agriculture, rural development and farmers (three rural issues) are related to social stability and are among the top concerns and priorities of the Party. Rural governance, which involves many aspects of the Three Rural Issues, plays a decisive role in maintaining rural stability and promoting sustainable development.China is on the stage of social transformation presently, which means rural governance is facing more complicated situation with original rural social structure and operation order greatly changed, especially for those areas with rich resources thanks to the special industrial structures there. Shanxi Province has the richest coal resources in China, in recent years, the province government has implemented the coal resource restructuring strategy to protect environment and achieve sustainable development of coal resources. This act has been proved effective in curbing mining accidents and protecting mining area ecological, meanwhile, affected the rural governance in these areas to some extent.This research took Xiangning County of Linfen City, which is rich in coal resources and a typical coal-based county, as a sample. Ever since the coal resources integration, great changes have happened in aspects of economy, culture construction, environment and villagers’ engagement in political activities. This article analyzed the reasons for these changes from the perspective of sociology, political, management and explored ways of rural governance under the context of coal resources integration. At last this article proposed that rural governance under coal resource integration should: protect villagers’ legitimate interest by improving the openness of governance, helping villagers gain re-employment skills and guaranteeing villager’s safety; improve rural governance by strengthening leadership of the Party, constructing reasonable human resource system and accelerating construction of cultural facilities; take the opportunity of transition to a resource-based city, realize "good governance". The article provides a useful exploration for research of rural governance under the context of coal resources integration.
