Study Of Public Policy Conflicts And Its Governance

Public policy is an important means of government to solve public problems and manage public affairs. Weather it would implement successfully directly influence the functions of government. China now is in a period of social transformation, political reform, economic reform and social reform operate at the same time, and meanwhile, social structure and the pattern of interests would be readjusted at this time. So the fundamental changes in public policy environment promote various forms of public policy conflict. Policy conflict can not only reduce the effects of policies, but also undermine the credibility and impact of the government, these conflicts must be managed immediately. This paper selects Jinan public transport policy as a case to interpret the basic performances, negative impacts, causes and treatment paths of the policy conflicts. Jinan is a model of public transport in our country, and at the end of 2012, it became one of the first line pilot cities of "transit metropolis". So in the past two years, Jinan government focused on the development of urban public transport and achieved some success. But there are still many restrictions to the development of public transport in Jinan, such as the divorce of new town planning and public transportation, lack of bus lanes, etc. These factors restrict the positive role of public transport, and these problems can not be solved only by funds, it must be supported by policies. But currently, there exist many conflicts between Jinan public transport priority policy and urban planning, finance, roads and other relevant policies, which restricts the development of public transport. Therefore, my article will base on the policy conflicts in Jinan transport to describe the conflicts between various policies and its negative impacts, and then analyze the reasons in-depth in aspects of different interests of policy makers, institutional reasons, policy itself, policy environment and so on. Finally, I propose some suggestions in line with China’s actual situation on the base of experiences of western conflicts governance. I hope to provide reference for the effective governance of public policy conflict through this analysis process.
