The Research On China's Public Policy Conflict And Its Solutions

In the critical period of transformation, China is facing great challenges that the society changes radically, the interest relationship adjusts rapidly, as well as social problems emerge one after another. As an essential means of solving social public problems, managing social public affairs, public policy owns its important role and vital function without any doubt. However, in the practice of public administration, the existence of"policy conflict"and"policy invalid"severely challenges the government capacity. Public policy conflicts refer to the collision, opposition and interference occurred among the public policy assigned by the government administration. It becomes vital important that how to solve the conflict of public policy effectively, realize its original effect and maintain the government authority and credibility.At present, the research of public policy conflict has just started in China. This research applies the methods of theoretical analysis and empirical study to describe and analyze. Firstly, the thesis makes a description on the general theory of public policy conflict, analyzes the connotation and innate character of public policy and public policy conflict in detail, describes pubic policy's type and dimension, and further proposed three theory modes as the theoretical basis of public policy conflict analysis. Secondly, the thesis describes the basic representation of the public policy conflict and its positive and negative effects in the period of our social transformation in detail. The thesis describes the conflict between basic elements of public policy from a microscopic perspective which with a large number of instances, such as the conflicts between public policy-maker and policy object; and it describes the conflict between specific public policies from a macroscopic perspective, such as the conflicts between central government policy and local government policy. And analyze the limited positive effects and tremendous negative effects which caused by those public policy conflicts. Thirdly, the thesis makes a thoroughly exploration to the basic causes of public policy conflict in China. The whole thesis takes the public administrative system as the analytical framework. Through the perspective of interest, this thesis thoroughly analyzes the basic causes of public policy conflict in contemporary China from three perspectives: administration staff, administrative organization and the operating mechanism of public administrative management system. Last, the thesis makes a tentative exploration to the solutions of public policy conflict. The author concludes that the management of the public policy conflict must be in line with national conditions, must improve public administrative system as well as accelerate the implement of giant department in government organizations, and must strengthen the supervision and restraint system as well as enhance the establishment of the policy-maker capacity. Moreover, we must optimize the ecological environment of public policy so as to treat both manifestation and root cause of the conflicts and solve the problems of public policy conflict effectively.
