2014 is the Chinese of deepening the reform of the first year of the reform, The Chinese Communist Party government set up the leading group specifically to deepen the reform work,the determination of the change, deep, wide influence hitherto unknown. In order to successfully achieve the goal of reform, it is necessary to provide a vibrant, harmonious and orderly social environment for reform. This means that China should continue to deepen the crisis management, in practice and summary to explore the establishment of a sound management system, improve response levels. But to strengthen crisis management is not an overnight thing, its complexity, relying on government unilaterally force response is clearly not enough. The second chapter: public crisis and related theory. This chapter describes the concept of public crisis management, analyzes the public crisis factors, discusses the related theory of public crisis management. The third chapter: the importance and feasibility of trade unions participation in public crisis management. This chapter analyzes the formation and development history of trade unions, the nature and functions of trade unions, and thus find out the combination of the trade union and the public crisis management, discusses the importance and feasibility of trade unions to participate in public crisis management. The fourth chapter: the trade union organizations participate in public crisis management problems and causes. In this chapter, SARS, Wenchuan earthquake relief, dealing with violent terrorist incidents in Xinjiang as an example, expounds the measures to deal with the crisis and trade unions as a case, through the union to participate in public crisis management will add positive energy, power construction of harmonious society. At the same time, it objectively analyzes the problems of trade unions to participate in public crisis management law is not perfect, credibility is not enough, resource integration ability, aiming at these problems cause analysis to deep. The fifth chapter: the countermeasures and suggestions of the trade union organizations participate in public crisis management.
