Along with our country market economy system reform and political system reform going into the important strategic period, "Chinese-government, enterprises and NGO "social structure have been established. The NGO has played an important role in social life and many areas. Reconstruction and innovation of the relationship of government and NGO has become a consensus in the theory community. Building a service-oriented government is a long-term and systematic project, besides the government, its implementation need the hard-working of the enterprises, NGO and other multiple subject. In the value idea, the action process and action of NGO is similar with the government. Under the background of building a service-oriented government, the government and NGO should be in the relationship of complementary functions.This article is divided into five chapters to analysis interaction relationship between the government and the NGO from the perspective of service-oriented government theory. In the first chapter, research idea, method, innovation and inadequate are proposed on the basis of analyzing the topic background, research significance, domestic and international service-oriented government and NGO research results. Chapter 2 describes the development of NGO in our country and the current status of its relations with the government, analyzes the challenge for the relationship between the two. The third chapter analysts the existed relationship between government and NGO in the field of advantages and disadvantages from a perspective of service oriented government. The fourth chapter introduces the American and German government and NGO which providing public service in the process of how to realize the interactive cooperation, refined the trend of the development of the relationship between government and NGO in the developed countries. The fifth chapter is based on the successful experience of developed countries as reference, from the perspective of government and NGO perspective to put forward to establishing interactive relationship, make the social transaction level and service level more perfect, to promote social development.
