A Study On Improvement Of Executive Efficiency: A Case Study On A Government Affairs Supporting Unit

Since the18 th National Congress of the Communist Party of China, the new political leaders of China look far ahead and aim high, clearly indicating that the social and economic development of China has entered a new stage. Faced with complex and changeful international environment and the challenging of slowed down domestic economy, central core of leadership of China led by President Xi Jinping has made it clear that at the backdrop of slowed down increasing of fiscal revenue, we should guarantee people’s livelihood first, so government should cut off its costs. In this background, as an integral part of the municipal government, a government affairs supporting unit must make sure it is following instructions from the central government, cutting costs and completing tasks with high quality. Therefore, it has been a problem to be urgently resolved that the executive efficiency has to be improved.This article analyzes administrative methods being used in the unit, finds out the possible problems, clarified the reasons for the problems based on analysis and studying, and proposes measurements to improve the executive efficiency of the unit. Through the measurements, based on comparative studies, the results have been verified and proved. Then, the results have been generalized to government affair supporting units to help them improve efficiency. Analysis has been made to give specific directions to improve administrative management and efficiency.The reform of the unit has been through based on administrative efficiency improvement is a self-improving, cost-control and efficiency-uplifting reform under the ’new norm’ growth model background. The reform does have some problems, but it has reached expected goals and effects. It successfully controls costs and completes tasks based on scientific improvement on administrative methods, and it finally realizes the improvement of executive efficiency. This is meaningful exploration on improvement of executive efficiency for government affair supporting units and it may also be meaningful for other similar units to work on their executive efficiency.
