Therefore strengthening civil construction is an important topic. A high-quality civil service is the fundamental guarantee for economic development. The current competition among countries is mainly talent competition, however, the civil service as an important component of the government staff has a very important role, for the government’s development, national strength, government efficiency. With the continuous improvement of people’s quality, more and more attention to government activities, the work requires the government to develop public transparency of the work and improves the government’s ability to handle new challenges. These are of higher demand for the construction of our civil service, improving the quality. Industrial and Commercial Training System enables teams to quickly grasp the knowledge of the civil service, to continue to enhance their ability and the overall quality, to create a high level, strong operational capacity, expertise and strong skills, serving the civil service.Recently, methods of J provincial civil service training mainly are in industrial and commercial systems theory-based teaching, taking classes approach. The lack of training needs analysis, the lack of incentives to participate in many of the training is just going through the motions, taking less than the effect of training. The current economic development, transformation of government functions, need a high-level team to support the implementation of government functions, and promote sound and rapid economic development, so according to the reality of this sector, J provincial industrial and commercial system of civil servants make the development of scientific and reasonable training methods, establish and improve the training system, designed to support the development of training programs for the sector, so that civil servants can grasp the business support and better serve the people and the government work,improve work efficiency.In this paper, the existence of civil servants from J provincial industrial and commercial system problems starting the training process, the use of questionnaires,access method and other methods, based on information and data collected for the provincial cities were visited J investigation and analysis, combined with the humancapital theory, learning organization theory, training needs theory, learning theory as the theoretical analysis method to analyze the causes of the problem.
