Since the establishment of the administrative department for industry and commerce as the national administrative law enforcement departments perform the function in market regulation.For a long time,industrial and commercial departments at the grass-roots level undertake the registration,market supervision,administrative law enforcement and consumer protection of regulatory functions.In recent years,the social public to the ministry of commerce and industry work efficiency and service quality is higher and higher with economic development and social progress,Major changes in combination with the ministry of commerce and industry in recent years,Especially stopping LiangFei in 2008,turning over food supervision in 2013,reforming commercial registration system in 2014,administrative system since the transfer,the situation of registration and market supervision is grim,great changes have taken place in the industrial and commercial administrative functions.New market regulation mode need to industrial and commercial function transformation in place,the ministry of commerce and industry's own performance management can not adapt to the economic development and social progress.The ministry of commerce and industry only enhance their organizational performance and administrative efficiency to meet the public demand,so as to effectively cope with the situation of development change.However,civil servant's performance management of industrial and commercial departments at the grass-roots level is not perfect,there are many problems,such as: lacking scientific and systematic evaluation for the civil servants,performance management results lack of fairness and impartiality.The author according to their own work experience and the survey found that anning district lanzhou city industrial and commercial bureau as the administrative law enforcement departments at the grass-roots level exists the same problems.The author try starting from a situation where the anning district industrial and commercial bureau is currently executing performance management,adopts the method of questionnaire survey to understand the employee's real ideas,find out the existing problems and analyze the deep reason,reference performance management theory and tools,put forward to perfect civil servant's performance management plan of the anning district bureau,in order to enhance their organizational performance.
