Village cadres are the backbone of rural governance in China, they have played a great role in the development of economic and society,our country also have made a great breakthrough in the theory and practice of village cadres management field, which provides a solid talent safeguard for the new rural construction. Faced with the new problems in the new period, the party and the government faces a great challenge in the village cadres management, this paper takes after the abolition of agricultural taxes in China’s economic and development as the background, taking the DY District of Shandong Province as a case analysis, to the village cadres and village cadre management as the key point, researching on cadre management from four aspects: the challenge and requirement, the basic situation, problems and causes, scientific management. It is considered that village cadres management in the new period should adapt to the changes of the requirements of the times, make the breakthrough and innovation in management idea, management environment and management system, establish scientific mechanism of village cadre management system. The government have to provide a better service for the village cadres, to provide a higher salary and development, so that we can improve the work enthusiasm and initiative of village cadres, for me to contribute more for the social and economic development.The first part of the paper introduces the research background, research purpose and meaning of the article, the research status at home and abroad, research ideas and methods, research limitations, this laid the foundation of the research management of village cadres in the new ear. In the new period,our country rural economic and social development urgently need a high quality team of village cadres, the innovation of the social management at the grass-roots level in our country also needs more to explore, so the village cadres management research has important theoretical practical value. Through the analysis of the advanced management theory and field survey in DY district, hope to be able to analyze the problems in management of village cadres and good measures are put forward.The second part of the paper introduces the management of village cadres in the new period and the challenge and requirement, including the definition of the new period and village cadres, analysis of the role of village cadres, the basis of the party and government in order to strengthen the management of village cadres, the challenge for the management of village cadres now and the new requirement of the village cadres in the new period. Rural resources outflow and collective economic decline brought huge challenges to the management of village cadres, village cadres themselves also bear the huge pressure of work, the government and the villagers also put forward higher requirements to village officials. Therefore, it is imperative to improve the quality of village cadres and explore a new method of management of village cadres.The third part of the paper introduces the basic situation of village cadres team in DY District. Overall, the management ability of village cadres in DY District is not high, age structure is unreasonable, the knowledge level is relatively low, Grass-roots government management of village cadres way is unitary, how to manage the village cadres under the new environment become an important issue in front of managers.The fourth part of the paper introduces the problems and the reasons existing in the management of village cadres in DY District. In the management of village cadres, there are many problems, such as the emphasis is not enough, the lack of education training, examination system and guarantee mechanism and supervision mechanism is not perfect, etc. Causes of these problems has objective reasons, such as goal conflict, policy adjustments, also has subjective reasons, such as backward idea, management extensive, etc. DY District made a lot of meaningful exploration on how to improve the level of management, and has obtained certain achievement in recent years.The fifth part of the paper puts forward the ideas and countermeasures on the management of village cadres in DY District. This paper mainly use the public sector personnel management research paradigm of "environment- value- system", introduce methods to strengthen the management of village cadres from the following several aspects, including set up the scientific management idea, optimize the environment of political, economic, and social culture, improving the selection, temporary, supervision, motivation, evaluation, education management system, etc.
