Study On The Grass-Roots Government Knowledge Sharing Under The E-Government Environment

In the government management, through knowledge sharing, it not only can summarize the original knowledge, but also can create new knowledge, thus effectively improving government’s working efficiency, so as to be helpful to the establishment of the service type government. However, the administrative structure of our country is Pyramid in vertical distribution, hierarchical structure has seriously hindered the implementation of basic level government knowledge sharing. As a technical means, through the Internet technology, E-government build an effective communication platform for the grass-roots government knowledge sharing. Thus, it can make the bottom information of Pyramid transmit to the top quickly, and respond Timely to the needs of citizens. So that it produces the important influence to grass-roots government knowledge sharing. The study of the grass-roots government knowledge sharing from the angle of E-government affairs has become an important research topic.This paper introduces the related theory of content of e-government and the grass-roots government knowledge sharing,and through the literature inductive method, expert interview, on-the-spot investigation, questionnaire survey method and other methods, using sociology statistical tools to analyze the data collected,from the three aspects of knowledge sharing between the grass-roots government and the government organization, knowledge sharing between the grass-roots government and commercial organizations, knowledge sharing between the grass-roots government and citizen, finds the problem existing in the grass-roots government knowledge sharing process under the e-government environment, and analysis of the causes of these problems from the four aspects of ideological concept, organization construction, cultural atmosphere and the grass-roots government knowledge sharing mechanism. Combined with the experience and enlightenment of foreign knowledge sharing under the e-government environment, focuses on the analysis of the implementation of the measures to solve these problems, through a variety of ways of transforming the grass-roots government awareness of the concept of knowledge sharing, improving the grass-roots government organizations, building a good cultural atmosphere and innovating the mechanism of the grass-roots government knowledge sharing to solve the problem of the grass-roots government knowledge sharing.
