With the development of society, and the improvement of knowledge economy, superior knowledge innovation ability has become an important factor in the organization competition. At present in the government, the traditional government management mode transforms to the knowledge-type government management mode, the government to implement knowledge management, especially the sharing of the recessive knowledge and management become government in the international society obtain competitive advantage and improve the government service ability, competence and important source of public satisfaction.Before Polanyi proposed the concept of "the recessive knowledge", the theory of "manipulated inexpressible" of China has reflected the concept of recessive knowledge. But since 1958 Polanyi officially proposed the concept, more and more scholars began to pay more attentions and make researches of tacit knowledge this concept. Among them, the Norwegian philosopher Gerry door "put forward the concept of weak tacit knowledge, to Polanyi, "tacit knowledge concept which gave a very good comments. In recent years, the thoughts of Polanyi spread to Japan and Taiwan, which also lifted the intermittent research tide. Therefore, the development of tacit knowledge to the development of society has become increasingly important.Based on the introduction of knowledge management-analysis related theory was analyzed on the basis of content and features of the tacit knowledge, combining the practice research of theory and practice, in the angle of knowledge government from the perspective of civil servants tacit knowledge sharing in personnel, environment and technical factors influencing factors were analyzed, through to the government internal tacit knowledge owner attitudes, recessive knowledge receiver's attitude, organization structure, culture and incentive system analysis, further clarifying government inside the obstacles of the tacit knowledge sharing, and puts forward the solving knowledge-type government tacit knowledge acquisition, transfer and sharing of the feasibility suggestions.
