In the research field of NGO, these community organizations are called as GONGOs(Government Organized NGOs) which financed by the Government to set up, in order to achieve the main purpose of Government. Although NGOs should possess the nature characteristics of non-governmental, but in fact, the GONGO phenomenon will be exists in any country, more or less.In China, as a result of the unified planning system, before the Reform and Opening-up, communities with the governmental is a commen phenomenon in different degrees. Some communities look like "unit", is held by the government completely, personnel are appointed by the government, the operation is also follow by the government’s program fully. People usually call them "official club", actually is the GONGO in western sense. After the Reform and Opening-up policy, the social organizations gradually striped from the government system, which is a distinctive phenomenon in field of the Chinese NGOs’development. In essence, it is the restructuring of community and government relations. Even so, China’s official club still in quite proportion of the social’s field, the phenomenon also has a direct impact on China’s current reshaping of the relationship between state and society. This paper tries to dissect a case, reveals the growth of Chinese GONGO path based on the investigation to the development of the Red Cross society of China, to summarizes the relations between Chinese GONGO and government.First this paper summarized the history of the emergence and development of the Chinese official community, classifying the relationship between official community and the government, and elaborates the GONGO’s visual characteristics, namely, a club which is setting up,funding, and arranging the personnel by government is a typical official club.The Red Cross society of China is a typical GONGO, its emergence and development also has a certain particularity. Established since the late Qing dynasty, its development has almost throughout the.whole process of modern China, its interaction with the government also involves the Qing government and Beiyang government and Nanjing government and the central government in Beijing. The paper is reveals its interaction with various periods of central government changes, and reflect the process from set up to the present that become a GONGO from China’s Red Cross’s organization structure, resource structure and the changing.structure of the project operation.At last, the paper summed up in the Chinese GONGO’s basic characteristics from interaction relational characteristics between the Red Cross society of China and the government, Namely, the Chinese GONGOs are established by the government or have, and under the leadership and contral of the government; at the same time, have the complete organizational structure of NGO; usually active in the civil society in the form of civil organizations; Because of their kinship relations with government,they have big and strong administrative resources, but have the risk of rely on the government excessively;have cooperation and game with the governmentAccording to my article, from the reality in China, the number of GONGOs such as the Red Cross official is not a few, and quite a few of them are taking advantage of its unique administrative resources advantage and playing a important role which the government and grassroots organizations cannot be replaced by. In the process of realize China’s management system and management ability become modernization, it is necessary to improve and perfect the management system and operational mechanism under the existing "official framework" to play its unique role, playing an important role in the development of Chinese society in quite a long period of time in the future.
