The research is based on the practical needs of optimizing the resources of public sector reform in the current context of the system reform of the province directly governing county which stands as an important part of Chinese administrative reform and major exploration and is also one of the important ways and means to optimize the resources of public sector reform. With the further development of Chinese administrative reform, in next 5 to 10 years, implementing the system reform of the province directly governing county at a certain level will become the major trend. On the basis of summarizing the relevant situation of the system reform of the province directly governing county and the allocation of the resources of public sector reform, as well as analyzing the interaction and relations in-depth between them, it is of great value to propose suggestions and steps to push forward the system reform of the province directly governing county and to optimize the allocation of the resources of public sector reform, and also for relevant departments to further understand the situation and clarify the thinking so as to promote a better coordination among different policies.This paper starts from the analysis of the internal logic connection between the system reform of the province directly governing county and the allocation of the resources of public sector reform, elaborates the significance of the allocation of the resources of public sector reform against the background of the system reform of the province directly governing county, and then puts forward the general idea of the allocation of the resources of public sector reform against the background of the system reform by analyzing the model. The general idea focuses on the functional managements, bases on the functional changes. It aims to optimize the allocation of the resources of public sector reform by evaluating the performances of government’s functions and the effectiveness of public sector reform of various levels and various regions, and making cross-level and cross-region adjustments of public sector reform. The paper concentrates on analyzing the problems of functional, organizational and staffing positions and the challenges brought by the system reform of the province directly governing county existing in the allocation of the resources of public sector reform, and proposing a path and a future vision to carry out the optimization of public sector reform based on the conducting a case study against the background of the system reform of the province directly governing county.
