Multiple Streams Analysis Of China's Policy Changes

Our country is in the stage of great economic and social transformation.The rapid change of society requires public policy to be adjusted accordingly.Therefore,it is necessary to strengthen the research of policy change.Multiple streams theory is considered to be one of the most important theories of policy process.It is also an important theoretical framework for the study of foreign policy change recently.Then,this improved framework is used to analyze the typical Chinese policy change practice of land policy participation in macro regulation and control,and to examine the process of this policy change,which is also a test for the revised framework.Based on the existing research results and the characteristics of China's political system and its actual conditions,this paper revise the theory in order to establish a multiple streams framework which is more in line with the reality of China's policy changes.The revision of the framework mainly starts from three aspects.First,in the policy stream,the concept variable of "the expectation of the future constraints" is removed,and the constraint conditions are enriched.Second,it is necessary to add the concept variable of the departmental interests and the central area interaction;Third,we are going to highlight the status of policy entrepreneurs and emphasize the key role of "high level driving" factors to policy changes in the political stream.The revised framework can be expressed as follows:the problem stream(by indicators,focus events,and feedback),policy stream(composed of policy,constraint conditions,and policy competition),and political stream(composed of government exchange,public opinion,interest groups,central and local interaction,and departmental interests).When the opportunity window opens,the policy entrepreneur will combine the policy flow with the policy flow and the political flow to realize the major change of the policy.It is found that the modified the multiple-streams framework has a good explanatory power for the change of policy,and can clearly demonstrate the influence factors of the land policy affecting macro-control.The policy entrepreneurs,represented by high political leaders could seize opportunities and combine the problemstream,policy stream and political stream to promote the change of macro regulation policy when the window of policy opened.It is certain that the revised the multiple-streams framework is more consistent with the practice of domestic policy changes,which can help us to understand the motivation of policy changes more deeply and provide reference for policy practitioners to better promote the transformation of policy.
